Your browser had already fetched this page while the pointer rested on the button. After your click the HTML was ready, so there was nothing left to wait for.
There was no prefetch. Most likely preloading is off. In Chrome it is under Settings → Performance → Preload pages, and Data Saver and Energy Saver turn it off too.
You are using Brave. It reads the rules but never prefetches, and has no setting to change that. Try it in Chrome or Edge.
